The year is 2054. A special pre-crime department has been in existence for six years. Based on psychic technology, an experimental program has been developed that allows the department to learn about a murder that has not yet been committed and to arrest a suspect before he commits the crime. This system of convicting criminals and preventing crime is becoming more and more common. This system works perfectly, but the worst part is when you find yourself accused of a murder that has not yet been committed. One day the head of the pre-crime unit, John Anderton, finds himself a suspected criminal himself. He is accused of committing the murder of a man he doesn't even know yet.
