Since the founding of the Federation, the General Directive has clearly stated, "No Starfleet expedition shall interfere with the natural development of other civilizations." This time, the brave Picard was confronted with an order that violated that decree.

If the captain of the starship Enterprise obeyed the order, 600 harmless inhabitants of the planet Ba Ku would be forcibly removed from their beautiful world.
